Update - Migration to MySQL Plugin R41-4

- General code cleanup related to the MySQL migration
- Branding & Rank Updates:
- Rename "Skripter" rank to "Developer" across credits, functions, and chat commands
- Update getAdminRankName and getRankNameForVeh string representations
- Update /giveurank, /o, /a, /g, /ga, /n, and /l rank labels
- Cleanup & Defines:
- Remove obsolete MODE_BUILD macro definition and usages
- Clean up Instagram links and simplify server web URL display in ban/welcome messages
- Data Structure Refactoring:
- Refactor paketData enum: replace Float:p_p_pos[3] array with explicit p_pos_x, p_pos_y, p_pos_z fields
- Update paketInfo initialization and usage sites in SyncTime, OnDialogResponse, and checkpoints
- Code Style & Syntax:
- Remove redundant nested inner braces in array initializations (uberPutnikPos, RandomAmmoPos, AmmoBoxPos, portInfo)
