Update - Migration to MySQL Plugin R41-4

- Updated MySQL include files and plugin compatibility
- General code cleanup related to the MySQL migration

- Branding & Rank Updates:
  - Rename "Skripter" rank to "Developer" across credits, functions, and chat commands

  - Update /giveurank, /o, /a, /g, /ga, /n, and /l rank labels

- Cleanup & Defines:
  - Remove obsolete MODE_BUILD macro definition and usages
